WebBoy was a web browser that ran on Desktop devices, it ran on MS-DOS. WebBoy's website doesn't work any more, but there is a saved copy of it on archive.org. Development on WebBoy started in 1997, and while the project is clearly discontinued, it wasn't possible to figure out when development ceased.
