WebNav was a vintage Desktop web browser that ran on OS2. It was developed by BMT Micro. We don't know when development on it started, but it looks like the project shut down in 1998 WebNav's website doesn't work any more, but there is a saved copy of it on archive.org.

WebNav 2.0 (DEMO version) is a web browser built to be compact and easy to use. Features include tree-based quicklist, animation icon that works with WebExplorer animations, support for external mail/news/mirror/frames/java, offline and online browsing, downloads built-in and external, News and Mail, select a new link while a document is loading and others. WebNav is built to be a replacement for your current WebExplorer and supports the same HTML level as WebExplorer. WebNav is not a direct replacement for Navigator 2.02.
